The Honolulu Police Relief Association is a non-profit organization founded by the hands of dedicated Officers determined to provide financial support and to benefit the health and wellness of its members. Today this responsibility continues through our life insurance program, bereavement assistance, baskets and a variety of programs offered to our members at a special rate.
With the hard work and dedication of our Directors and staff, the HPRA is able to continue this commitment and uphold our mission to providing support to its members and to foster the spirit of `ohana.

Back in 1932, just a few months following the official formation of the Honolulu Police Department, a handful of dedicated officers realized that there was a critical need to acquire some form of life insurance to provide financial support for their families in the event of an untimely death. 

So on October 11, 1932, HPD officers William Hoopai, En You Kau, George M Farr, J.N. McIntosh, and Hans K. Kashiwabara submitted an application to the Office of the Treasurer, Territory of Hawaii, for a Charter of Incorporation under the name of the Honolulu Police Relief Association. 
That was about 82 years ago!  The foresight, hard work, and perseverance of those pioneers resulted in affordable life insurance for our officers (and later civilian employees) throughout the years.
 
In their petition, the following purposes were specified:
 
·      To provide a group life insurance policy for the members of the corporation;
·      To give financial assistance to the members of the corporation and their dependents and to the dependents of deceased members of the corporation;
·      To engage in such activities as may be deemed advisable for the purpose of raising funds for the foregoing purposes; and
·      To take over the assets and to conduct the affairs now held and heretofore conducted by the Honolulu Police Relief Association, an unincorporated association.

I am sure that the officers and their families never forgot how it felt to have someone take the time and effort to care for them.  It was done in the true spirit of aloha.  Their actions promoted a philosophy of `ohana and a mindset of caring that helped to mold HPD’s very special and unique culture throughout the years.  Sometimes this gift is overlooked but it always comes to the front during those difficult and lonely times. 
 
Our mission statement reflects this philosophy:
 
The Honolulu Police Relief Association is committed to providing support to its members and to foster the spirit of ‘Ohana.
 
The HPRA Board of Directors, your Board of Directors, have committed themselves to ensuring that the hard work of our predecessors and our department’s unique culture is perpetuated.
 
During the past 82 years, HPRA as well as HPD has had to endure many changes in police work, especially in technology and law. Recent changes in federal law  necessitated revisions to our bylaws and general operation. Following a technical process that extended for three years, we were able to make adjustments to operate within the law and still maintain our organization’s original goals by changing our tax exempt status from a Social Welfare Organization to a Voluntary Employees’ Beneficial Association (VEBA), under a 501(c)(9) category.
 
HPRA still provides life insurance for our members (up to $320,000 coverage) at a special group rate and continues with the $500 death benefit and gift basket distribution for hospitalized members. The presentation of the Top Shooter award at each recruit class graduation also continues as it traditionally has for over 45 years.
 
The Directors continue to research and work on providing relief and support to our membership by streamlining organizational procedures, expanding services, and increasing the amounts and number of benefits.
